Dr. Colburn is an experienced professional engineer who has worked on studies, designs, retrofit upgrade, troubleshooting, and analysis of project deficiencies for the past 44 years. He has a BEE, MSEE and Ph.D. in engineering. He is many certifications including CEM, DGCP, Green Buildings Engineer, Certified Sustainable Engineer, and others, He has performed services all over the US and Canada, and in a total of 32 countries around the world.
He has been engaged in the past to assist in forensic analysis of energy efficiency project failures, and other engineering designs that encountered problems. He has worked on many legal matters, but the project assignments in the forensic area he has accepted have all ended up with his client prevailing in court.
Past projects have included cogeneration, HVAC, EMS problems, ESCO services where savings analysis was involved, and related projects. Dr. Colburn is located in Pennsylvania but has worked on projects in many states in the USA. He is a registered PE in a number of states, in both electrical and mechanical engineering, and holds NCEES national registration.
