Mr. Kapelsohn is a nationally-recognized law enforcement firearms and use of force instructor, instructor-trainer and expert. A graduate of Yale University and Harvard Law School, he is also a practicing trial attorney. He is a published author, a vice president of the International Association of Law Enforcement Firearms Instructors, and a featured presenter at national and international conferences of law enforcement instructors. He has been certified as a law enforcement firearms instructor with all of the small arms, as well as in defensive tactics, pepper spray, baton, Taser, range safety, less lethal impact munitions, executive protection, force science, and shooting scene reconstruction. Since 1980 he has trained thousands of police officers, instructors, federal agents, security and executive protection personnel, and others. He has testified throughout the United States in civil and criminal cases, in state and federal courts, and by invitation before both houses of Congress. He previously taught police use of force in the Criminal Justice Department at Indiana University. He has served for years as an active reserve deputy sheriff. He also serves as a consultant to law enforcement agencies regarding use of force issues, and to manufacturers of law enforcement products. His consulting and expert witness clients have included major city police departments and state police agencies, federal agencies, the U.S. Department of Justice, the attorneys general of several states, prosecutors' and public defenders' offices, and private attorneys.
