School Safety Expert — James E. Shaw, PhD
Areas of Expertise: School Safety & Security; Campus & School Safety.
I am a former Guidance Counselor for the Pasadena USD; a former Public School Law Consultant for the Los Angeles County Office of Education; and a former Director of Child Welfare for the Norwalk La Mirada Unified School District. Since 2002 I have been a Court-Certified Expert Witness on Mandated Reporting of Child Sexual Abuse and Molestation. Part of my professional responsibilities, while with the L.A. County Office of Education, included formally training the 81 school districts in L.A. County on Child Abuse Mandated Reporting. My colleagues and I used then-Attorney General William Lockyer's monograph, "Mandated Reporting: It's Your Job!", to train the county's public school Child Welfare and Pupil Services Directors every quarter of the school year. I have also served Los Angeles County as a member of the Interagency Council on Abuse and Neglect (ICAN) of children. My professional expertise and experience have been successfully utilized by Attorney John Manly and Vince Finaldi (Jane CR Doe v. Diocese of Orange County); Attorney Gordon Phillips ("Jane Doe v. LAUSD"); Attorney Jeremy Golan ("Sharon R v. LAUSD"); Attorney Kimberly Smith, of Fagan, Friedman and Fulfrost ("Lara v. LAUSD"). I can also provide a consistent and unbiased profile (of my work) as I have also worked with attorneys on behalf of school districts: Attorney Elizabeth Kessel, "Minors v. Egremont Schools" (for Egremont); Attorney Dan Wilde, "Christine Anderson v. Convenant Church School" (for Covenant); Attorney Jacqueline DeWarr, "Corales v. Bennett" (for San Dimas Unified School District); Carlson, Messer & Turner Law Group, for "Martinez v. LAUSD." As an Expert Witness, I provide consultation for attorneys, examine case material, interview (when requested) plaintiff-victims, survey/investigate the school site (for Carpenter & Zuckerman Law and Carlson, Messer & Turner, my onsite analysis produced substantive evidence). I testify in Depositions and in Court Trials. I also teach Mental Health Law; Forensic Psychology; Life Span Development; and Social Bases of Behavior for the Chicago School of Professional Psychology (617 W. 7th St., L.A., CA 90017. I also speak at conferences of professional associations. I am affiliated with the Jodi Solomon Speakers Bureau (Boston, MA). In the Fall of this year (2022), the American Bar Association Newsletter will be publishing my article, "Everything You Always Wanted to Know About School Safety But Were Sued First." I am the author of the nonfiction book, "Jack and Jill, Why They Kill: Saving Our Children, Saving Ourselves."
Excellent professional background. Dr. Shaw’s nonfiction book, Jack and Jill, Why They Kill, is a must-read for parents, teachers, counselors, psychologists, sociologists, law enforcement officers, priests, pastors, and rabbis. The American Bar Association’s October 2022 publication of Dr.Shaw’s article, “Everything You Wanted to Know About School Safety But Were Sued First!”, is a must-read for ALL school teachers, counselors, principals, boards of education, and school resource officers (employed and dispatched by local law enforcement).
