Work experience
1992 — Present Proper Authorities, President
As the founder of Proper Authorities, I researched and developed several programs specifically involving expert instructors and evaluators for safety programs for use by corporations and individuals. Most of the programs are part of the CalOSHA Safety Guidelines and requirements for specific industries or responsive to other legislation.
Through my guidance Proper Authorities expertise has been recognized in Use of Force, Officers Tactics, Crime Prevention, Loss Prevention, Safety/Security Assessment, Workplace Violence, Personal Safety, Hospital Security/Safety, Critical Incident Review, and Confidential Investigations.
Proper Authorities, LLC is active in the Security/Safety Training field through several programs. Some of these include Crime Prevention, Workplace Violence Prevention, Hospital Security, Simple Self Defense, Sexual Harassment, Stalking, and Managing Assaultive Behavior.
I have developed and delivered training programs, have authored comprehensive Security Management Plans, conducted detailed Security Assessments, and developed a Use of Force Policy and Program for a nationwide Security Company with over 70,000 employees.
Since 1995, I have trained over 35,000 staff in programs personally developed to be compliant with California Health and Safety code 1257.7&8, OSHA 3148, CalOSHA Title 8 Section 3342, Workplace Violence/Security, Active Shooter, and related subjects specifically for security officers.
By request of clients, Proper Authorities expanded services to include, Pre-Employment Background Investigations and Confidential Investigations. Proper Authorities has conducted investigations involving theft, stalking, harassment, fraud, assaults, hazardous conditions, and drug use. All investigations were either directly conducted or supervised by me.
Due to my expertise, I have been sought to deliver seminars to large organizations for preparation of surveys and compliance with all Security related guidelines. I have consulted for over 100 companies, many on a continuing basis.
Subsequent to my law enforcement career, I have testified successfully as an expert witness on security issues, including negligent hiring, retention, deployment, tactics, use of force, and training. The cases have involved some complex issues such as wrongful death, sexual assault, and victim assaults during crimes.
I have sought specific education and training in workplace violence and threat assessments. Due to my intense interest in the subjects, I quickly became a recognized expert in the field and have conducted threat assessments for the protection of both individuals and organizations.
My expertise was further recognized when I was chosen to be a presenter at the National Conference for Association of Threat Assessment Professionals. The lecture was specific to Private Industry Case Management and was very well received.
1998-2006
Chief of Protective Services, Santa Clara County Valley Medical Center
I was retained to completely re-design and implement a comprehensive security program, which includes all facets of Plan Development, Staff Development, and daily security operations, associated with a large county trauma center Hospital and off-site clinics. The job included development of a comprehensive Workplace Violence Prevention Program and staff training.
The County system includes extensive psychiatric services both high risk and clinics.
I was entirely responsible for the recruiting, hiring, training, supervising and discipline of a force of 45-50 officers and 15 other security support staff. Training included tactics, safety, physical restraints, arrest and control, as well as Use of Force.
I was an integral team member on the Safety, Security, Special Events, Emergency Management and Environment of Care Committees.
As part of the complete re-design of the entire security management program for the County healthcare system, I have authored a comprehensive Security Plan, developed standards and implemented new hiring practices, training, and service improvement, particularly in relation to protection of staff and customers.
1968 — 1993 Los Angeles Police Department, Los Angeles, Ca.
From 1968 to 1972 I worked as a Civilian employee in the Police Student Worker Program, while working toward a university degree, which was part of the employment requirement.
From February 1972 to August 1993 I was a sworn Officer. I attained the rank of Sergeant in 1978 and retired as a top step, Sergeant II in 1993. I was responsible for the inception and supervision of one of the Department's most innovative, cost effective, and officer safety related programs. I formulated, implemented, and supervised the Departmental Search Dog program. I was responsible for budgeting, personnel selection, equipment selection, deployment, policy review, training, and field supervision.
During my career, I worked a myriad of assignments, mostly in a supervisory capacity. A majority of my time was spent in specialized units, including Vice, Narcotics, Internal Affairs, and the elite, Metro Division. I was an integral part of VIP security conducted by Metro Division, which included witness protection and Presidential Security.
The assignments included a variety of tasks, however, I was integral in designing officer safety tactics and training, as well as planning for specific safety during the 1984 Olympics and the Papal Visit.
I designed and taught several classes at the Police Academy for recruits, in-service, and supervisors.
The assignments held demanded a high degree of skill in written and oral communications. Investigative reports of critical incidents and debriefings were reviewed by the chain of command, from Captains to the Police Commission. I was frequently chosen to speak to large groups of citizens, business organizations, and the media, regarding department programs and policies.
As part of my Law Enforcement Career, and in relation to specialized assignments, I developed expertise in several specialized fields. As such I successfully testified as an expert witness on numerous occasions, in Civil, Municipal, Superior, and Federal Courts.
1987 — 1992 California Specialized Training Institute, San Luis Obispo State Office of Emergency Service Lead Instructor, Officer Safety Course
At the request of CSTI, I assisted in designing and implementing a specific officer safety course. The course was taught twice a year and had police officers from throughout the State as students. It was a forty-hour course utilizing classroom and field application and was one of the most popular officer survival courses in the State.
