As a Project Management professional, renderers expert opinion on project delay claims and litigation cases. Works with attorneys on personal injury cases caused by utility practices and/or manufacturers of electrical apparatus. Testified as an Expert in New York State Supreme Court; Southern District Court in New York; and the American Arbitration Association. Appointed an Arbitrator to the Complex Commercial/Construction panel of Arbitrators at the American Arbitration Association, and as Neutral Arbitrator at FINRA.

Vice President Transportation Infrastructure Business Development and NYC Office Manager

Arranged introductions of Talson Solutions management with key personnel of city and state agencies, and local consulting firms.

Program Manager: Provided integrity oversight monitoring services for the Superstorm Sandy Recovery and Resiliency Program. Services included Disadvantaged Business Enterprise verification, and monitoring of contract compliance and deliverables, cost analysis and financial evaluation, and contract risk assessment.

 

Urban Engineers of New York

Transportation Senior Program Management Lead Oversight Consultant; Various Projects: Served as an extension of the FTA's Region II technical staff in assessing the grantee's project management/construction management, and technical capacity for building major mega-capital projects. Prepared monthly progress reports and examined the adherence to the approved Project Management Plan (PMP), including Buy America; Ship America; and the Construction Management Manual for the East Side Access (ESA) and the Second Ave. Subway projects in NY. Assisted in developing and executing the initial Risk Analysis for the ESA project in NY, and the updated Risk Analysis/Mitigation Plan.

 

Fluor Corporation

Senior Project Manager; Various Projects: Performed the oversight function for federally funded capital construction projects of the NYC Metropolitan Transportation Authority's Long Island Rail Road approximately $150 million annually and the East Side Access project estimated at $6.7 billion. Responsibilities included interfacing with the agency's management to develop procedures for monitoring the capital construction programs in order to meet the federal guidelines. Prior, served as the Area Program Manager for constructing the new East/West Concourses, at Terminal 4 of JFK International Airport (portion of $1.4 billion project).

 

Integral Construction of NY

Project Director: Directed the construction management activities for the mentor Program provided to the NYC School Construction Authority Construction Authority in connection with the renovation and upgrade of school facilities. He directed a staff of 18 professionals. Work included renovating existing school buildings and constructing a number of building additions. A total of 85 projects valued at $27.5 million.

 

Port Authority of New York and New Jersey

Project Manager: Responsible for the safe demolition and removal of the original Air Traffic Control Tower at JFK International Airport.

 

NY MTA Bridge & Tunnel

Construction Manager: Managed the engineering and construction activities for reconstruction of facilities and plant additions.

 

NYC Housing Preservation & Development Agency

Director — Construction Management Directed the efforts of two major construction management firms in conjunction with a citywide program to rehabilitate 1300 housing units of 60 city owned buildings. Project Value was $200 million. In that position he supervised and directed a staff of 57.

In this capacity I serve on a panel of Arbitrators involving complex construction and financial disputes cases, and cases involving financial disputes. A Life Senior member of the Institute of Electrical & Electronics Engineers (IEEE), Member of Construction management Association of America (CMAA), a member of the Society of American military Engineers (SAME), Association for Dispute Resolution – Greater NY Chapter (ADR –GNY), Claims and Litigation Management Alliance (CLM) Alternative Dispute Resolution Committee,  and member of Metropolitan Railway Club of NY.  Also the Co-Founder and current  Chairman of IEEE's New York Consultant's Network, and Past Chairman (1982-1984, 2004 – 2006), Chapter Chairman of NY Section Engineering Management Society, Chairman of Professional Activities Council for Engineers (PACE), and currently the Chair of the NY Consultant's Network and a member of the Executive Committee for the New York Section of IEEE.
