and investigation of archaeological violations
and in archaeological violation case report
preparation. We provide full archaeological
damage assessment services for both terrestrial
and submerged resources, including on-site
damage assessment, Archaeological Resources
Protection Act (ARPA) based value and cost
determination, and archaeological damage
assessment report preparation. We also review
and analyze products of investigative and
damage assessment services obtained from
other sources and can provide a full range of
pre-trial and trial services, including grand jury
and expert witness testimony. Our investigation
and damage assessment services are available
for both criminal and civil cases.  HPEM also offers
any other archaeological resource protection
services required, including the preparation of
site vulnerability assessments and archaeological
resource protection plans for terrestrial and
submerged archaeological resources. We have
over 100 years of combined experience in this
area, more than any other source offering similar
