Mr. Broadribb began work at Baker Engineering and Risk Consultants, Inc. (BakerRisk) in December 2009 after forty-one years' service with a major oil company.  During the course of his career, Mike has worked in onshore and offshore oil and gas exploration and production facilities, oil refineries, and marine terminals in Europe and North America in a variety of Operations, Technical and Process Safety roles. Mike's specific experience includes managing the operation of refinery process units (FCCU, Alkylation, Catalytic Reforming, Hydrotreating, Sulfur Recovery, etc.), refinery decommissioning, and technical coordination of projects (relief system, fire protection, emergency response, energy efficiency, etc.) for a major North Sea crude oil export terminal.  Mike has been involved in a variety of process safety roles including development, implementation, management and evaluation of loss prevention programs at plant, business segment and corporation levels.

More specifically, Mike's process safety experience includes developing safety reports/safety cases for compliance with the European Seveso Directive, and leading the initial implementation and rollout of OSHA's Process Safety Management and EPA's Risk Management Program standards for major crude oil production and refining plants.  This effort included the development and implementation of standards to support implementation of all regulatory elements, including engineering design data, hazard/risk analysis, operating/maintenance procedures, training, management of change, emergency planning and response, incident investigation and audit.  More recently Mike has led efforts to develop leading and lagging performance indicators for monitoring and evaluating process safety programs, and was a significant participant in the CCPS led industry-wide process safety metrics project.

Mike is experienced in HSE front-end loading for major green-field/brown-field projects and major plant modifications.  He is also experienced in auditing major projects for regulatory compliance and process safety effectiveness at various stage gates through their development cycle.  Following the 1988 Piper Alpha disaster in the North Sea, Mike gave evidence at the public inquiry on how the industry could avoid a similar incident in the future, and then managed the engineering studies (fire/explosion analysis; smoke/gas ingress; emergency systems review; evacuation, escape and rescue) for a major oil company's project to implement the findings of the public inquiry.

During the course of Mike's career, he has been significantly involved in and provided leadership to numerous accident investigations involving fatalities, fires, explosions and toxic releases.  He was the lead investigator and master root cause specialist on the 2005 Texas City Isomerization Unit explosion and principal author of the company's investigation report.
