Mr. Marshal has over 40 years of experience in traffic and transportation engineering. His experience includes all aspects of Traffic and Transportation Engineering including highway design and maintenance, construction supervision and management, signing and striping, traffic impact analysis and studies, traffic signal design, traffic data collection, computerized signalization, signal warrant investigation, intelligent transportation management systems and as well as expert witness testimony. Since starting with MEC, he has worked on tort liability cases related to traffic engineering, construction, and safety. He has analyzed traffic signal designs, traffic signal timing, highway design issues and deficiencies, accident histories, road maintenance, and protection of traffic in construction zones. Mr. Marshal is a registered Professional Engineer in Arizona, Florida, Hawaii, Maryland, Nevada, New Jersey, New York, Pennsylvania, and Washington. He is also certified as a Professional Traffic Operations Engineer (PTOE) nationwide. He holds a Bachelor of Science degree in Civil Engineering from Roger Williams University in Rhode Island and a Master of Engineering degree in Transportation Engineering from Manhattan College in New York. He has served as a panel member on National Cooperative Highway Research Program and is a member of the Transportation Research Board (TRB), National Association of Professional Accident Reconstruction Specialists (NAPARS), and the California Association of Accident Reconstruction Specialists (CAARS). He is also a voting member of the National Committee on Uniform Traffic Control Devices (NUTCD).
