Mr. Bull has over 30 years of experience in design and construction management and engineering and the preparation and analysis of complex construction claims. His key expertise is the proof of liability, causation and damage induced by delay, disruption, acceleration, interference, changes, differing site conditions, unforeseeable climatic conditions, design errors and omissions, substitution of inappropriate products, construction defects, and facilities maintenance and performance issues, as well as issues surrounding breach of contract, termination, professional liability, general contractor liability, bankruptcy matters, false claims, negligence, express and implied warranty, and strict liability. Mr. Bull's project experience includes private and public civil works and infrastructure; commercial, residential, industrial, and institutional buildings; power generation; environmental; transportation; defense; mining; marine; oil, gas and petrochemical. Mr. Bull has undertaken selected speaking engagements before respected industry forums and written white papers on infrastructure project delivery, construction management, and claims.

Expert Witness Experience
Mr. Bull has served as an Expert Witness in construction litigation for over 20 cases, providing testimony before boards, and at deposition, arbitration, and trial (both, bench and jury), the preparation of expert reports (incl., demonstrative exhibits), and providing expert opinion in negotiated resolutions and at settlement conference and mediation.
