A key to effectively addressing Legionella issues, whether litigation support, outbreak resolution or water management plan development and implementation is a hiring someone with comprehensive engineering field expertise of building water system design, operation and maintenance as well as associated codes and standards.  I wrote an article on this issue regarding the Quincy Veterans Home outbreak that last 4 years beginning in 2015.  Year after year the CDC and state authorities investigated each outbreak at the Veterans home.  Finally in 2018, I was contracted by the state of Illinois to confirm and implement my hypothesis based solely on phone conversations and no site visits.  Within four months I visited the site confirmed my hypothesis, the state then implemented my recommendations, and the issue was immediately resolved.  See article published in McKnight's https://legionellae.org/the-quincy-veterans-home-multi-year-legionnaires-disease-outbreak/
