Victoria Aguilar is an employment attorney, workplace investigator, HR consultant, and expert witness with more than 33 years of experience helping organizations and the attorneys who represent them navigate complex workplace and compliance matters.
Ms. Aguilar has been retained as an expert witness by both plaintiff and defense counsel in federal and state courts, providing expert reports, deposition testimony, and trial testimony across a broad range of employment law matters. Her opinions focus on workplace investigations, employer policies and practices, employee discipline, HR standards of care, and whether organizational actions align with applicable legal standards and industry best practices. She is recognized for her ability to translate complex HR and employment concepts into clear, well-supported opinions that withstand cross-examination and resonate with judges and juries.
As the Founder and Managing Director of The AR Group, LLC, Ms. Aguilar's practice focuses on Title VII discrimination, harassment, and retaliation matters, ADA reasonable accommodation, FMLA compliance, Title IX, wrongful termination, and workplace misconduct. Over the course of her career, she has conducted hundreds of workplace investigations, including EEO investigations, administrative inquiries, misconduct investigations, and organizational and climate assessments. Her experience includes work performed under a $28 million federal contract with the United States Department of Agriculture, as well as investigative and consulting support for multiple federal agencies.
In addition to her expert witness and consulting work, Ms. Aguilar serves as a hearing officer, mediator, and adjudicator in employment and ethics matters, including appointments with municipal entities. Her professional background also includes administrative hearings, appellate advocacy, regulatory compliance, and ethics investigations.
Ms. Aguilar holds certifications as a Senior Professional in Human Resources (SPHR), Certified EEO Investigator, and Title IX Investigator. She is licensed to practice law in Colorado, New Mexico, and Minnesota. She earned her Juris Doctor from the University of Michigan Law School and her Bachelor of Arts, summa cum laude, in Psychology from Boston College.
